Seems like Photoshop just sucks when it comes to guides. Really boggles the mind. I use the GuideGuide plugin it's a game changer.
Alt key doesn't draw cercle exactly from center, it takes center point from where you click and start draging the circle

2019 – first method don't work anymore. New "feature" 😀
You know what? In Photoshop 7 (circa 2002), you could simply select the background layer and then drag and drop guides from the ruler to the center. The guides would simply snap at the center. WHY on earth did they remove this feature in later versions? It makes no sense to me!!!
I love that this video is 4 years old but still very "on point".
Also, showing the steps like you did at 2:42 is SUCH a time-saver! I can just go back and see them by clicking on the left arrow key. Super easy!

after the retarded 2019 changes i cannot free transform and center the guides in photoshop the easy way.

Or just set your Grid to 50% with 1 subdivision in Preferences and you can toggle your grid ON or OFF (cmd/cntrl+').
Then, if you want to use it for dragging a circle marquee, there's no need to create Guides. Just toggle your grid, select the marquee, and drag from the center. Toggle it off when you're done.
I think this is a great alternative to creating guides. You can leave it like this and if you need a tighter grid with more lines, just add more subdivisions and they will always be drawn from the center out.
